The Maryland Center for Public Private Partnerships at MEDCO helps public agencies, private enterprise, universities, nonprofits, and community partners move essential work forward through thoughtful, well-structured public-private partnerships.

This center brings MEDCO’s full range of experience to the table, including advisory and consultancy services, project financing, real estate development and construction, and long-term asset stewardship. Its role is to help partners shape opportunities, bring the right people and capital together, and deliver work that creates lasting value for Maryland communities.

Meeting the Moment, Building The Future

Across the state, communities are working to modernize aging infrastructure, expand housing options, strengthen transportation access, improve energy systems, and create mixed-use places that support daily life and long-term growth.

The need is urgent, but the path is often complicated.

Public budgets are stretched. Costs are rising. Private capital may hesitate when the structure, risk, or return is unclear. And traditional public financing alone cannot always meet the scale of what Maryland communities need.

The Maryland Center for Public Private Partnerships at MEDCO was created to close that gap. By giving public and private partners a clearer way to work together, the Center turns complex needs into buildable opportunities. It brings structure to ambition, momentum to stalled work, and practical pathways to infrastructure and community assets that matter.

“When we bring partners to the table, we can tackle complex challenges that once seemed impossible. The Maryland Center for Public Private Partnerships at MEDCO will help us do exactly that, connecting public entities with private sector innovators, universities, and nonprofit leaders to create lasting change in our communities.”

- Wes Moore, Governor of Maryland

The Solution: Bringing Public Purpose and Private Capacity Together

Public-private partnerships work best when they are built around a clear public need, responsible risk-sharing, and a structure that gives every partner a reason to stay invested in the outcome.

Through the Center, MEDCO works with partners to evaluate opportunities, understand financing options, align public and private priorities, and create delivery models that can move at the pace communities need. The goal is to shape partnerships that serve the public interest and deliver lasting value. That may mean helping a community advance housing or infrastructure, supporting a university or nonprofit with a major facility need, creating a path for transit-oriented development, or structuring a mixed-use opportunity that can strengthen a local economy.

Whatever the need, MEDCO brings the discipline, experience, and follow-through to help partners move from feasibility to financing, from financing to delivery, and from delivery to long-term stewardship.
